Complete bibliographies appear in OBO content at the end of the article. Capture these as the last divN of the article, and capture the bibliographic entries as a mix of bibItem and bibItemGroup within bibList.

Where the bibliographic entries do not contain commentary/annotations capture as a bibItem. Where the entries do have commentary/annotations capture as a bibItemGroup containing the bibliographic entry in a bibItem and the commentary or annotation in a p.

Where cross-references occur within the Complete Bibliographies to a heading within the article, use xref with ref set to the divN id of the heading. These follow the same rules as described in OBO cross-references.
