Capture the names of the arbitrators or judges hearing the case in a judge group. There must be a minimum of one arbitrator.

The headnote includes each arbitrator in a separate row of the table. Capture each arbitrator name in a separate judge element.
Capture personal names, including titles, in
nameGrp groups. In the source headnotes, the mainName of the arbitrator is underlined.
Where individual arbitrators have their nationality recorded in the Nationality field, capture their nationality using the ISO country code (ISO 3166) in the nationality attribute of the judge element.
Headnotes include separate fields marked as Role and Opinion where a judge or arbitrator name has information appended about the role that they played in the case, or the opinion that they had.
When the document is an award (as opposed to a decision), use the role attribute in the judge element to indicate the role of the judge or arbitrator. Do not use this element for OPIC decisions.
