Jurisdiction Dates
A date used for dates associated with specific jurisdictions, e.g. treaties where there is a joining party.
regDateGrp/regDate[@role and @applies]
The applies attribute should match the id of the associated jurisdiction.
An appropriate role attribute is also required.
