Updates for an empty headnote Report Status field

If the headnote Report Status field is empty, only change the status for the reasons summarized in this table.

You can change the report statuses (reportStatus elements) in the report status group reportStatusGrp for certain headnote changes. When you change the report status update the date in the subsequent change date, sbschDate, element.

Only change the value of the subsequent change date, sbschDate, element in the circumstances described in the table.

Reasons to change the report status

Change in new version	Change to Report Status
A full headnote is being added (i.e. the previous version had only a skeleton headnote); when this happens, the headnote document is supplied with a particular qualifier in the file name)	Add status `headnoteAvail`. Remove any existing statuses not allowed to appear with this status.
Text is being added to the "Analysis" field of the headnote template	Add status `analysisAdd`. Remove any existing statuses not allowed to appear with this status.
A translation is being added	Add status `transAvail`. Remove any existing statuses not allowed to appear with this status.
Text is being added to the "Subsequent stages" field of the template	Add status `subsdevAdd`. Remove any existing statuses not allowed to appear with this status.
OUP makes a particular instruction to alter the status	Add the appropriate status (e.g. `transPrep`), or if no other status is specified, use the status `headnoteAmended`. Remove any existing statuses not allowed to appear with this status.
