The general format for DOIs in IIC Treaties is:
10.1093/law-iic/ov-jj.elementName.nn
Where:

10.1093 - is the prefix identifying the publisher
-
law-iic - is a constant
-
ov - is a constant
-
jj - is the(lower-case) two-letter ISO 3166 code for the country that is the subject of the overview corresponding to thecountry code in the document title at
/document/titleGroup/title/p[@role="ISOcountry"]. -
elementName - is the name of the element carrying the doi attribute
-
nn - is a unique and sequential value, that follows on from the preceding element with the same name
