Editorial notes in OCL Legal Materials

Capture editorial notes that appear in print with the title Notes that also have enumerators which correspond to numerical footnote references in the text with an enumerator.

//(div1|div2|...|divn)/noteGroup/note[@type="blockNote"]

Capture editorial notes at the point of which they appear in the source document in the div element in which the corresponding footnote reference appears.

These notes are all block level notes: the role on the xregGroup element and the type on the note element should match, both having the value "blockNote".
