Where the target of a link is to an unnumbered paragraph in a non-roman text judgment stored in a PDF, add text content in place of a link that can be used to identify the corresponding marker in the PDF.
Where the target of the link is to an unnumbered paragraph in a non-roman text judgment that is to be held as a PDF document, there should be comments in the PDF corresponding to reference text (e.g. ‘ref 1’) in the headnote. The references in the PDF may be in the form of a comment.
Capture these text references as a link in the first instance, but replace them with a link to full or partial translations as they become available. The text content of these links should remain unchanged so that they can still be used to identify the corresponding markers in the original non-roman PDF.
