Capture text that appears before the first chapter as part front matter, or, if it has a heading, in its own chapter element.
Use the chapter element to capture all the headings that appear in bold in the table of contents (TOC).
If repealed articles have bold headings in the table of contents (TOC) or are generally treated as chapters in the same book, capture them in their own chapter.
