Targets of cross-references to judgments that did not originally include paragraph numbering are marked up in the judgment source document, and the text in the headnote refers to a page number, e.g. (p 26), instead of to a paragraph number.

These instructions only applies to judgments captured as XML not judgments captured as a PDF.

After numbering the paragraphs as part of the capture process, re-phrase dummy links such as (p 26) to the correct paragraph reference text, for example, (paragraph n) (where n is the paragraph number).

Some cross references reference a range of pages (p 26-27). Mark cross references to the start of these ranges as instructed above. If the start of the range starts with a new section, and the last paragraph of the section is on the last page of the range, the paragraph number corresponding to the end of the range should be the last paragraph number of that section. Otherwise, it should be the last paragraph on that page.
