Protocol

In English text the full title of the reference is often in Title Case.

A Protocol is often supplementary to or connected somehow with an already existing treaty. Protocols can amend the provisions of the original, add new or optional terms, or provide further detail. Protocols are not always clearly marked as Protocol. Protocols may be signed at the same time as the original treaty or later in time, and there may be multiple protocols to one original treaty.

Protocols should be captured with a title attribute containing the full reference of the treaty or convention. References to sub-provisions should be captured in sectRef.
