Numbered Paragraphs in Law content

In Practitioner Law content (including looseleaf titles), individual paragraphs may be numbered. These numbers normally appear in the margin of the printed title. Capture the paragraph number as enumerator role="paraNum". Where the enumerator is the first child of the p to which it relates.

//p[enumerator[@role="paraNum"]]

Begin each numbered paragraph with a new div (div[1-7,N]). (All numbered paragraphs must be set to the same div[1-7,N] level.) This div should not have a role="prelim" attribute.
