Identifying note types in OCL Legal Materials

For OCL Legal Materials, capture the three different types of notes present in source documents as notes, numbered notes, or commentary depending on their type.

Evaluate the type of notes based on the use of italic titles to identify each note or group of notes, and whether they have enumerators that correspond to footnote references.
