COTUS Monographs Part One
Part one of a COTUS Monograph contains content directly below the part title. To prevent a div[1-7,N] division becoming the direct child of part, add and suppress a dummy chapter element.
Add the attributes and titleGroup group from the parent part element to the chapter element. Do not include a title in the chapter and capture the additional attribute role="suppress".
