IIC Treaty Overviews citation ID values

For IIC Treaty Overviews, capture an additional identifier as the value of the citId attribute of the root document element.

/document/@citId

Overview ID

The format for the citId attribute value is:

IC-OV nnn JJ(YYYY)

Where:

nnn, JJ, and YYYY: are the same as those defined in the filename
JJ: is the (upper case) two letter ISO code corresponding to the country code in the document title at /document/titleGroup/title/p[@role="ISOcountry"]
