OCW Instrument Title field
Capture the title of the document in the metadata and not in the body of the regulation unless the title is preceded by front matter.

This instruction extends the OCW general instruction.
If the title in the regulation includes a reference to an editorial footnote then do not capture the reference, capture the footnote as a comment element within regMeta, exclude it from the regulation text, and renumber other editorial footnotes appropriately.
