Capture cross-references to other study card sets using the extRef element, if and only if all Study Card resources have been captured and all relevant elements have been given IDs.
References to external Study Cards sets may occur anywhere in the text, including boxed matter. These may or may not be prefaced by
the abbreviation OHCT
.
Since cards reference each other, it is not possible to capture these references until all Study Card resources have been captured and all relevant elements have been given IDs.
