Table of contents in decisions

Where a decision includes a table of contents, capture it as a list within a first div1 child of textMatter. Do not capture page numbers.

judgment/textMatter/div1[1][@role='prelim']/p/list[@role='contents']

Give the first list element attribute role="contents". and do not capture any headings such as Table of Contents.

Capture headings in the list as cross-references to the corresponding div[1-7,N] elements.
