Law bibItems: BibItems requiring confirmation
confirmation may be used on law bibItems instead of the full set of law bibItem attributes.
There are two possible values of the confirmation attribute,
requested
and deferred
.
Use confirmation="requested" when you must guess some attributes in order to pass QA:

Use confirmation="deferred" when the Title Passport Law bibItems
field is not checked, or the table of authorities is held within miscMatter display="print"

The class and subclass attributes of bibItem are still required.
