Unreferenced editorial notes in OCL Legal Materials

Unreferenced editorial notes that apply to the entire document appear in print near the beginning of the document. Capture unreferenced notes in the document metadata, by capturing the noteGroup in a div1 element within the comment container.

/regGroup/regMeta/comment/div1/noteGroup[@role="unreferencedNote"]

Where notes appear that are not numbered in the body of the material with the italic title Notes and no enumerator, capture them at the end of the division (div[1-7,N] element) where they occur in the text.
