Capture editorial footnotes in metadata outside of the regulation. Do not capture them in the regulation.
/regGroup/regMeta/comment/div1/p
For example, capture notes referenced from the title of a document or elsewhere in content captured within the regMeta element as paragraphs within the comment field.
