Capture the originating or 'about' jurisdictions from the headnote within a jurisdiction or jurisdictionRelatedin the source document XML. Do not capture any jurisdiction information in the headnote XML.

Only capture jurisdiction info within the source document XML.

Within jurisdictionGroup or headNote:

Capture the originating jurisdiction (provided in the headnote field 'Organization or state that this headnote is from') in jurisdiction.
Capture the 'about' jurisdiction (provided in the headnote field 'Organization or state that this headnote is about') in jurisdictionRelated with a role of 'about'.

Where a code is provided in square brackets:

If the jurisdiction is a country with an ISO country code, capture the code in the ISOcountry attribute.
If the jurisdiction is not a country, capture the code in the court attribute.
