Capture a full decision by a single arbitrator or judge within one div1. For files containing the decisions of more than one arbitrator or judge, each decision is identified by the arbitrator or judge name as a header.

Where a decision file contains the decision of more than one arbitrator or judge, capture each decision in a separate div1 within textMatter. Capture the name of the arbitrator or judge giving each decision in a div1 titleGroup creatorInfo element, then capture the first paragraph of the decision in a div2 division with a titleGroup title as appropriate. Capture further headings and sub-levels within the decision as div[1-7,N] titleGroup title as appropriate.
The judge or arbitrator name for the first decision is captured in the headnote.
