Truncated paragraphs in partial translations

Where a paragraph is truncated with and ellipsis [...] in the translation, capture the truncated partial translation in the same way as other partial translations.

When the translated material is marked up in relation to the original language, using the versionType and versionOf attributes, the markup should always be on the paragraph level. Do not apply these version attributes to lower-level tags within the text.
