Convert the roman text decision file to XML in accordance with these text capture instructions. The decision may be provided in English language or the original language of the place of arbitration.

Where the decision is available in both original language and as an English translation, capture both versions in XML with all links from the headnote going to the English translation. The English translation should appear first in the XML.
