Number paragraphs in decisions
Within a decision, capture each conceptual paragraph in a new p element. Also add or capture numbering in enumerators.

If the paragraphs are not numbered add sequential numbering using the enumerator element as the first child of p. Also, at
the start of the decision in an initial p child of the textMatter, add the text Paragraph numbers have been added to this
decision by OUP

Every paragraph p within a decision must have a unique and sequential
number, starting with 1
for the first paragraph within the decision. Where there are
two decisions (e.g. translation and original text, or decision and separate opinion), restart
the paragraph numbering from 1
for the second decision.
Where the input file contains numbered paragraphs, capture the numbers as the enumerator value in p (including punctuation).
Where there are paragraphs preceding the existing numbering, which have been referenced from the
headnote, number these preceding paragraphs using a different numbering scheme from the
existing paragraph numbers, for example A1
, A2
, A3
etc.
Provided they are not referenced from the headnote, capture additional unnumbered paragraphs (i.e. between existing numbered paragraphs) in p elements without an enumerator.
