Headnote governing law for IC law reports

Capture the governing law for the case inside an authRules (authoritative rules) element. This element is only required for IC law reports.

headNote/authRules[@role='Governing Law']

On the authRules element, set attribute role="Governing Law".

Capture each separate listed item in its own authRule element. If the item is a reference to a piece of legislation etc., wrap it in a bibItem. If it is a more abstract piece of text such as International law, capture it as #PCDATA in the authRule element.
