Capture each article as a separate XML file, with the root element e.

Format OEEUL XML filenames oeeul-ennn.xml, where nnn is the article number provided by OUP.
The productID for OCC19 is law-oeeul. OEEUL follows the general information on OUP DOIs.
OEEUL e element id attributes follow the pattern law-oeeul-e1
Capture core bibItems only. Do not capture legal bibItems.
