Format for IIC Instrument id attributes.

These instructions extend the general instructions.
For IIC Instruments, the id attribute value must follow the format:
law-iic-ttnnn-element-nn
Where:

law-iic - is a constant

tt - the IC document type from the following:

nnn - is the unique (three-digit) sequential number taken from the ID supplied in the metadata document

element - is the element name containing the
id -
nn - is a unique and sequential value, that follows on from the preceding div[1-7,N] element at the same level
The exception to the general pattern is the regulation root element, regGroup, whose format is
law-iic-ttnn.
