Regulations or instruments regGroup root element

Capture OxLawML instruments using the regGroup root element.

/regGroup

The root regGroup element may contain regMeta metadata that includes the title of the document, followed by one or more regulation elements.

Instrument document ID (OUP ID)
The regulation regid attribute represents a unique OUP assigned identifier, which may be used as a citation reference for the instrument. The headnote specifies this identifier.

A regulation element is a representation of an instrument in a single language and can contain front matter, main text and end matter.
