Metadata for TCI version

Capture metaItem elements for the TCI information within the metadata at root element level as well as chapter, e, appendix, miscMatter with a specified class, and document level.

Capture the TCI name and version as elements within a metaItem element with attribute about="TCIgroup".

Within this, for each TCI document used, capture another metaItem with attribute about="TCI", containing two metaDescribes elements, one for the name of the TCI document (with attribute predicate="TCIname"), and one for its version number. (with attribute predicate="version")

For this TCI document, the value of TCIname is OUP TCI and the version number is found at the foot of each topic, labelled Release ID.
