Question scenarios

Scenarios are contextual scenes that give background information. Capture scenarios with attribute role="scenario".

EMQ's are made up of scenarios instead of questions in most cases, and scenarios are integral to the EMQ question type. In SBAs and TFMCQs, a scenario can sometimes precede the question to give context.

Capture each scenario with attribute role="scenario" on either a list itemN element or p element

Give the element with the role="scenario" attribute an id attribute so that it can be cross-referenced by the answer.
