OSEO graphics capture

Capture images that would normally be captured as graphic role=”display" element in other products as a figureGroup element.

Use of graphic role=”inline" element is still required for inline images.

This rule does not apply to ornamental/decorative images (such as fleuron, set of asterisks, etc) that appear between a section header and its body, between paragraphs, or at the end of a section. Capture this type of images as graphic role=”display".
