OCW Title, Author and Editor fields
Capture the title specified in the headnote as the title attribute of the original citation. Capture the title, author and editor values from the MS Excel headnote spreadsheet. Do not capture these values from the HTML or source version of the document.

Do not add any content from the title of the regulation itself unless it is preceded by front matter, but ensure that the captured title matches the format given in the headnote exactly. If the title of the regulation contains any footnotes, refer to instructions for OCW Instruments and OCW Commentaries.
If an author name and affiliation appear in the source document, do not capture them. Use the details provided in the headnote instead.
