OXIO Headnote: category sentence

Capture the 'Category' field as a new section with role="intro", after the abstract and immediately before the headnote body content. The name of the case/treaty/act/etc should be marked up as a bibItem with all attributes present. The words 'Jump to full text' should be an extRef to the root of the source document.

Add the 'Official citation' ID as the bibItem idnumber, if it is not already present.
