Most instances of this element will contain both a headnote and a judgment group, but it may be possible for a headnote to be captured before the text of a judgment becomes available.
Most judgments will be assumed to be safe
on publication (i.e. they remain unchallenged in
law and therefore represent the latest legal opinion on the case). It is possible, however,
that subsequent considerations—e.g. judicial review—render the judgment unsafe
